It's very likely seeing that he refused to job to Scott Hall the year before and did not want to put over Brock Lesnar so that role ended up being given to Rock and Hogan and it didn't end up hurting either of their carreers.

The version Austin tells is that he didn't want to put Brock over on free TV when their 1st match could draw big on PPV which makes sense.

Going deeper into it though, Austin was really burnt out and in a very bad place mentally when they asked him to do the biggest jackass thing imaginable booking-wise.
