It works better with the IC title, I think. In a strange way, it helps establish the belt - the wrestler is so desperate to hold onto his (second-tier) belt that he'll resort to taking cheap wins and DQ losses to maintain it. Makes the belt actually seem valuable.
A top-tier championship, though, deserves better treatment.
