I've seen a couple cases where the guy admitted in some way that he was the one who first started the conversation. So it's not so black and white where you can just say "Entrapment" and that's it.

If the decoy is the one who is actively trying start the conversations, then it is entrapment. Just like a cop posing as a prostitute has to wait for the thought of sex for money to be brought up.

I do however think that when someone comes to a house to have sex with a 13 year old, entrapment or not, when they get arrested, it's justice. I don't really see how you wouldn't think it is.

It's their intent to fuck a 13 year old girl though. If the decoy starts the conversation, then I will agree at least to some extent that it goes a bit too far. If the guy sees a profile of a 13 year old girl and PMs them, starts talking about sex and things they wanna do to them and then comes to the house that they expect them to be, they are officially a pedophile... whether there was a real "victim" in that very instance or not.

Should they just watch the guy and wait until he finds an actually little kid and fucks them? He obviously is out to do just that if he is PMing girls he thinks is 13 and trying to come over when their parents aren't home to do this stuff he's gone into detail about.

Unfortunately yes. We can't see the future and investigators would love to stop heinous shit before it goes down, but we simply do not have the right to point and say, "Yeah, he would have done it anyway." Even if a staged set-up reveals as much. Should something be done? Yeah, maybe surveillance or something like probation check ups. But not lock up, they've yet to prove danger to society.

As soon as he attempts to act on his "deviant desires", he has proven himself to be a danger to society. Character or not, the attempt was made with him intending to have sex with a 13 year old. That proves him to be a danger to society.

I tell you I'm coming to your home, with the intention of gunning you down. I buy a gun from somebody I believe to be a criminal, but in reality this person is an undercover officer, and has sold me a gun that does not work. Knowing nothing about guns, perhaps I wouldn't realise until I tried to pull the trigger. I arrive at your house, and you open the door. I pull out the gun, aim it at your head, and pull the trigger. At this point, the police jump out and arrest me.

Of course, I had no chance of committing the crime, because the gun was not real. What would you want me charged with?

Well let's see: Did we set up a fake country with made up ideals and fictional agendas for said terrorist to hate enough to bomb? Aside from that being a most elaborate case of entrapment, I'm willing to bet most suspected terrorist are posing real threats to real people.

'Predator's not just catching guys in the act, they made the act. And even if you don't see this has entrapment, it's another story wanting to imprison these guys after the fact. We are way too lock-up happy and it's been kicking us in the ass after a few decades in case you haven't noticed.

You had a good set up, fake gun by an undercover cop - but the major difference is I'm a real guy you have desire to kill.

Now:

If I was a cop myself, who met you under the sole purpose of getting you to hate me enough to kill me, and the scenario went as you said - you go free. These are the sorts of details defense attorneys masturbate to, because instead of looking at a seemingly crucial element ("He went to the house!"), they examine and tear about the process of the event step by step. If one step is out of whack, then the case is lost: And the fact is I would have goaded you into wanting to kill me. You're no more a danger to society than an antagonist in some elaborate stage play.

Yes, it would appear that you have intent to kill if so pushed, but because we set you up - it's an unfortunate detail we can't arrest you for.
