Is RVD technically the WWE champ AND ECW champ?

They haven't done a good job of explaining if he's champion of both promotions, ECW champ who likes to carry around the WWE title, or WWE champ who likes to believe he's the ECW champ?

And technically, if he is the ECW and WWE champ at the same time, why haven't they played up the fact that he's the only person to hold both of those titles at once? Better yet, why haven't they played up the fact that given the fact that the WWE title is the WCW/WWF titles combined, he's the first to hold all 3 at once? Or does that even make sense?
