THEY SIGNED HIM TWO MONTHS AGO.

Everyone but Triple H and a few other guys are being used "properly", properly being "getting put over". Hell, even The Undertaker isn't "being used properly". PUT THE GUY ON SMACKDOWN! ONCE IN A WHILE!
