Well if Joe's out, IMO they need to kayfabe it and say Steiner/Jarrett attacked him or something. If he's gonna be out for a few months, have the X-Title forfeited and hold a tournament. That way, when he gets back he can work a revenge program with Steiner/Jarrett and then finally move in the NWA Title scene.
