In WWE world it makes sense. I mean he is a crusierweight, so why put him on the show with the cruiserweight title. He was in ECW and he could fit well there, so that would make sense, so obviously the WWE would stay away from that decision. So where would it make the least amount of sense for him to go? Raw of course. WWE logic.

As odd as it sounds to put him on RAW, it still remains the best place for him to get exposure.
