IMO - It's just Hogan's way of criticising HBK since HBK has been vocal of Hogan in the past.

A lot of wrestlers do it. Bret says retarded stuff about HBK. HBK and Flair say retarded stuff about Bret. Flair and Foley say retarded stuff about each other.

In each instance, all of these guys know deep down they are wrong...I think.
