When will the NHL wake up?

I just saw that hit for the first time on Youtube. How you do not get 5 or 10 games for that at a minimum is beyond me. Alberts was clearly on the ice and Hartnell came guns a blazin into him and hit him in the head. While the guy was down and into the boards.
