Exactly. So why not use him as an "enforcer" or "bodyguard" type for some other heel and not so much as an active wrestler. Similar to the original HBK/Diesel, Christian/Tomko, Angle/whoever that bloke was. It's a great way to draw heat and THAT is where I believe the niche lies for the likes of Khali and Henry.

Seriously, if there is NOTHING else they can do with him then why bother having him on the roster at all?

As for those guys you listed, they all are at least decent in the ring. Khali is the giant male version of Lita.
