I'd assume that Locke being back in the states was probably just a visit to the survivors. We know that the others can and do leave the Island occaisionally to carry out specific duties this was probably no different.

Ben warping to the desert was most likely a side effect of him moving the island. That must be what happens to the people who turn the "wooden donkey wheel" as people are calling it. They get warped to a random location in the world.
