He still gets better reactions than a good 80% of the roster and it's not like he is on every show. So having him is more cost effective than keeping someone like Val who is under contract.

It's not like he out-popped DX. If the WWE wants someone who is over to come back and work a match now and then, they should get Scotty 2 Hotty.

Why does it matter?

He doesn't win and he's just there as a Legend who puts others over from time to time. Plus he is a bigger name than Scotty.
