I have no hard proof, but it's been reported that Shenmue cost $70 million, although that could be accounting for Shenmue II and III. How close that is to the actual value, though, I have no idea. But this was back in the day when the tech was just starting to grow and you have to admit that Shenmue looked damn good for its day. By comparison, GTAIV apparently cost $100 million.
