Thing was it almost happened a few years prior on a couple of occasions. The people of Liverpool want a public enquiry which tends to normally happen in a man made civi disaster like this. It hasn't happened and there have been events since that have blocked and stopped the process possibly happening. That kind of thing tends to leave a bitter taste in the mouth.
