They clearly don't work for Widmore. There would be no reason for them to be persuading Miles not to go to the island if they did, since Widmore wanted Miles to go.

Which means they're either off-island Others (seems unlikely, but you never know), modern day members of the Dharma Initiative (which is my pet theory) or some never before seen faction.
