It's because Gail Kim botched her meteoric debut push with sloppy high flying that she was pushed to the sidelines for as long as she has been.

There are 2 shows with 2 sets of divas with 2 sets of storylines, meaning 2 titles are needed.

There is not a lot of room for development of diva storylines on the shows and WWE has short sighted writing staff, which is what leads to only 2 divas being spotlighted at a time.

How hard is that to grasp?
