Smackdown used to be on networks with strong saturation and drew about the same for the last couple years of that affiliation. They had a larger coverage than USA, both on Thursday and Friday.
The point of Smackdown was specifically to have a network presence, so USA wouldn't fill that purpose. Then again, their current network isn't doing the job either, but that hasn't really done much to impact things either.

The only thing IMO that really hurts SD ratings and audience is b/c the fact it airs on Fridays. I am the only person in my circle of friends who will sit at home on a friday night and watch wrestling.

Thing is, the fans tend to watch Raw, so Youell's right, from a fan's perspective. Fans may not care about ratings, but the ratings are based on the number of fans.
