I think its because a few years ago when he was in his loosing streak, one of the guarantees was a main event push but not a quick one. I think the idea is to build him up over time like how the Rock and Stone Cold were built up over a few years so by the time he's a legit main eventer, he would be ready to carry the company on his own.
