looks like to be a lose-lose situation no matter what occurs.

Cena wins = Orton can always win the Rumble to restart the feud.

Orton wins = Cena moves to Smackdown and probably hurts the main event scene by always being in it along with Contra Code Batista

This whole winning streak could work if it means they might use Swagger in the main event since that would be about 14-16 wins in a row. Could build it as the next threat to whoever the champ is even if its one of those 1-2 month mini-feuds.

Better than it being Cena vs Orton and/or Triple H

I think this is a good little, non-comittal programme for Swagger. Keep's him away from straight singles fueds and title fueds, and should help to build him up nicely. Hope they run with this for a while. Everyone moans that WWE don't make enough new stars... Here you go, hopefully.
