You'd be best served to take the less is more approach as far as Hell in a Cell or other specialty matches (ie Ladder, TLC, Submission). And focus on a variety of competitors rather than having Cena and Orton wrestle one another 4 PPV's in a row.
That is almost exactly what I wrote.
