Because they know people will buy in droves every year (and also specifically because development time is reduced to a year), the companies that put these out tend to focus more on bells and whistles as opposed to actual improvement of the game most years. Look at the Smackdown vs Raw series for proof of that. If that game came out every other year, it's be much better each time around.

But you gotta admit, if not for Microsoft, they wouldn't be publishing every year....
