The Cure are pretty timeless, I don't know what their biggest hit was but I'm sure most people who listen to music know them and at least a song or two. Joy Division are timeless as well, they may not be super popular but they're important to music.
I'm not saying Metallica is less qualified, I know that they're probably the most popular "metal" band around even though there's a lot of metal bands who are "more metal" than they are. I'm pretty sure that most metal heads who like the extreme stuff/European stuff don't like Metallica besides probably the older stuff before the black album. That would be an interesting poll though, how many people would recognize the intro for Enter Sandman vs the intro drums for The Beautiful people. I know Metallica would probably win because they sold a lot more albums, especially The Black Album. How can you measure everyone though? I can see "most" but not everyone. I know that not as many people like the industrial/glam hard rock style of Manson compared to just regular rock songs but I'd still say that a song like the Beautiful People or the cover of Sweet Dreams are popular.... hell do you know how many movies use the Manson version of Sweet Dreams?
