They can do two things, they can have him fight someone who is established (your Ortons, Jerichos, etc), or they can put him in there with someone who can benefit from the rub of facing him at Mania. It's a MUCH better business move at this point to use one of his last appearances to make another younger guy big. Someone like Orton gains NOTHING by fighting Taker at Mania again. Someone like Jericho gains nothing by fighting Taker at Mania. For someone like Zeke or Ryan, it's a huge step up, and instantly builds their credibility.
It may not result in the best match, but it's smart booking.
