Booker T.

Raven had the better character and stronger promo skills but while both were good with their wrestling skills, Booker T managed to have a better career overall. Booker T was able to be a star in multiple companies for a longer period of time than just Raven in ECW.

To be fair, WCW misused Raven badly and killed his push only after a short period in the company while WWE focused more on the bigger names from WCW and ECW during the Invasion period. Same for TNA in being focused on just Jeff Jarrett for the main event when Raven was very popular with the fans.
