Bret had great people to work with in the WWF, and the WWF hype machine was fully behind him as "the guy."

In WCW in 2000, the only person he really had to work with was Chris Benoit, and he was gone shortly after the injury that ended Hart's career. Bret would have been saddled with people like Kevin Nash, Sting, Flair, Goldberg and Scott Steiner. He probably could have gotten some good programs out of Booker T, Jeff Jarrett, Lance Storm and DDP, but it wouldn't have been in a storyline or feud that could have saved WCW. And Bret vs Hogan? The match would certainly have sucked, no matter how hard Bret would have tried to make it interesting.
