QTE wasn't what was wrong with Shenmue. It was just ahead of its time and the Dreamcast couldn't handle it. The game was way too in depth and massive and made you do these tasks that were difficult to understand and left you with no idea where you were going. And the game mechanics were just awkward.

Suikoden on the other hand, was just executed really poorly. I guess they wanted to make you have to find as many characters as possible and have them join your army, but most of the time you were just wondering what the point was. Like in order to get a world map, you just had to find this guy in some random corner that you didn't even need to go to, and all he did was make it possible for you to look at a map. Just seemed pointless. The whole game was like this. Also the fact that you had so many characters made strengthening certain ones worthless, because as soon as you took a weak character into a higher-level dungeon and won about two fights, that character was on par with your highest level characters.
