I think it was JBL who said that a heel is a performer who does not give the audience what they want. When the fans want something the heel goes in the opposite direction.

It seems Cena did just this during the Pipers Pit segment on Raw.

Bingo, which is why it's so hard for high fliers to be efficient heels.
