Several reasons why they wouldn't push this guy. I can think of three reasons actually and its nothing against Titus O Neil the person, but rather the performer. The first being the guy has experience and a good amount of experience and he's stilll green as fuck. He has been in developmental well over 2-3 years and now on the undercard of the main roster (NXT/Superstars) for well over a year now and the guy botches at least 2-3 spots and moves a match. I watched him do the top sky high powerbomb on Epico a week or two ago and he totally almost dropped him on his fucking head.

The second reason being he has no charisma/personality. The guy barks like a dog and that gimmick has been done once and should not be done twice to honor the late, great JYD-Junkyard Dog.

The third and final reason being the guy can't cut a promo for the life of it.
Remember his first round on NXT?? If you're gonna win....make it a win?? WTF kinda garbage nonsense was that.

Overall the guy has no "IT" factor for longterm success or longevity in the business of professional wrestling. Without any character or charisma to back him up, he's just another jockhead that will be lost in the midcard and eventually future endeavored down the line in the next 1-2 years frankly.
