I imagine they will do like they did before 2002...just fill the Rumble with active wrestlers and maybe a celebrity. Until the 02 Rumble, there were never a bunch of "legends". The biggest prior to 02 might have been Vader's WWE debut. 2002 started this whole trend because it was so successful (they brought back Goldust, Mr. Perfect, Big Bossman, The Godfather, and Val Venis). They did that gimmick because of the rest of the card was loaded (McMahon vs Flair, Rock vs Jericho, Regal vs Edge, Dudleyz vs Spike/Tazz) and they needed to add some recognizable midcard talent to the match to keep it from just being about Taker/HHH/Angle/Big Show/Kane.
