If you think about it, the Intercontinental Champion is the champion of all the continents, the United States Champion is the champion of the United States of America, the WWE Champion is the champion of the World Wrestling Entertainment organization and the World Heavyweight Champion is the Heavyweight Champion of the entire world which includes the continents, USA, WWE and the water bodies.


Hence, Dolph Zigger has the most important belt.
