I've not seen evidence, yet, but, according to someone in the comments on R*s site, we can get high online.

If that's true, no idea what that would do, gameplaywise.

It could be possible because there are medical marijuana stores in the game, the GTA V site talks about medical marijuana and there is at least one character in single player who uses medical marijuana.
