Heenan did commentary on both RAW and NITRO.

I'm assuming we're talking about before the 'buyout' - because
if not, then you'd have a list of Mongo, Heenan, Bischoff, Scott
Hudson and a few others.

Heenan would be a valid answer in either case though.
