Fandango - He really is the "obvious" choice here.... having as much talent as he does, and having to be stuck in a gimmick. Bring back Johnny Curtis (and Maxine)

Big E - I think he's got the chops... why they never ran with his whole five count gimmick (despite giving him a song that referenced it) is beyond me.... he could definitely be a solid hand. I think I read somewhere maybe that Vince was actually really high on him and wanted him to be "the next guy", but Triple H wanted Roman Reigns

Sin Cara - A faceless man just will never get over. Hunico has so much talent and charisma and you are shackling him with the dead weight of a doomed-to-fail gimmick. Either do away with the character entirely and let him wrestle without a mask, or dramatically change the mask to show more of his face.
