And it could be still going on today, with guys jumping from show to show, and using the established guys to make stars, they should have had tons of angles to do. Its really so easy to book successfully a child or check that a monkey could od it. For some reason Vince "call me Genius" McMahon couldn't figure it out.

I think, Vince being the dipshit he is, didn't want to make WCW seem like the flagship. Meaning, he didn't want WCW to be the Monday Night show, while the WWE show would be on Smackdown. I think all Vince cared about was ruining the WCW name. A damn shame if you ask me.
