Mainly because he's clearly Vince's next hand-picked guy to be the top star of the company. The problem is he really hasn't been built organically. Pretty much the second the Shield split they rocketed him to the top of the card and aren't making it a secret that he's the new golden boy. It's felt very forced.

Also feels like they learned nothing when they tried to do the same with Ryback. Rushed him too much for the top spot and ignoring building him gradually to get both the crowd on his side and fix his weaknesses. As well as other wrestlers crowds would love to get Reigns big push instead like Cesaro or Ambrose.

Title or not, Reigns isn't ready yet to lead the WWE even during this Cena-less period.
