I think a follower needs ammo to use a non-default weapon.

correct, if you want them to equip weapons you gave them, then provide the ammo, they will go back to default or dance enemies to death. Part of me wishes Trashcan Carla would drop her travelling merchant gimmick and roll with me. She is too sweet on the combatives
