They could have that by having the WWE World Heavyweight Championship and then having "Smackdown Championship" and "Raw Championship."

I really don't get the fuss of having too much championships. It worked well during the Attitude Era.

I like more titles as well but would like the WWE, Womens, and Tag Titles to float. I'd you want to get crazy.....

Raw
Intercontinental Heavyweight Championship
European Championship
Light Heavyweight Championship

Smackdown
International Heavyweight Championship
United States Championship
Cruiserweight Championship

That would be three main titles and three titles for each show.
