Overall yes but right now he's overrated with this Brother Nero stuff.

Jeff's always been the Spot guy that jumped off of things. Matt's always been the ring general that made sure everything else in the match was good.

Yea, Matt's been underrated by the WWE. Something I always think back to:

Edge sent Matt packing in a Loser Leaves Raw match that was 100% formulated to make Edge look like a million bucks, and Matt like a total chump.
Months later, they have a big Raw vs Smackdown Tag match, with the two of them on opposing sides. Edge runs down the members of Team SmackDown, and whenever he gets to Matt he says something like "...and Matt Hardy, I beat him for 6 months in a row, I stole his girl and I ended his career on Raw! I shouldn't even be in the ring with him, because he's my bitch & he doesn't deserve it!" Matt's onscreen reaction to Edge's comments? He basically goes "Yes, sir " and makes a mopey face as he walks away.

That basically sums up the WWE's opinion on Matt Hardy.
