Think initially it went whoever won, had to pick their brand's belt. Then a year or two later it was winner gets to pick any belt and had to move to that brand.

Think the other belt's challenger got decided either by whoever was the last person from their brand in the Rumble or #1 contenders match.

Didn't they use the elimination chamber to decide the number 1 contender for the other title a few times?
