Particularly as there seems to be little democratic element and a military structure which seems indistinguishable from the executive branch of Government. I suppose you could view it as pushing a more anarchistic line that no government can represent the best interests of communities and only by working together can they reach mutually beneficial aims (certainly would fit in with the narrative) but suspect it might be a story telling device rather than a stance on political theory.

The Alliance =/= angarans though. The Alliance was not too disimliar to the UN. Able to set regulations but they could be ignored by systems if they were willing to bare the consequences. Each system functioned differently though. The Turians were totalitarians for example. The angarans though are unicorns. Their brand of society doesnt exist and contradicts itself.
