Do they just "say this shit" bc it's a possibility and they like to gauge reaction to the "leaks"

or do they really have reasonably solid (pending _____) Mania plans in mid october

Usually the latter although most of the time just for the main event and ideas for major matches.

WWE has mentioned in the past they start plans for the next Mania once the current year's event ends. Its mainly just an outline or idea for the main event and more ideas start to flesh out by SummerSlam.

Observer's Meltzer mentioned Vince is a lot more likely to change plans if his big ideas get leaked unless its something he is adamant of doing regardless if its leaked or not.
