It was definitely considered a world title at first. While there was never an official demotion, I always felt that as soon as ECW champion Chavo Guerrero entered the Royal Rumble for a shot at a world title was when the easiest and most logical time to say it was no longer a World Title.

Morrison and Punk's reigns would technically be World title reigns then, but I also agree that once Lashley had to give it up after being drafted to Raw, and then the tournament where that unmentionable Canadian was going to win it but didn't show up surely hurt it's prestige going forward.
