Definitely worse than both. With Reigns this has been going on for almost 5 years. Nash had a bit of a spotty title reign but was over immediately after because he reinvigorated his character and really began delivering in his promos and in ring. It's almost a shame he went to WCW because there were legs with asskicker Diesel.
Luger is Luger - good booking or bad booking. He tended to fit in better in WCW.
Roman is the worst damaged goods I've ever seen.

Definitely were legs! He was the Diesel we needed as champ especially since there weren't many credible heels. But WWE has been a babyface territory going back to Vince Sr. so no heel was staying champ for too long.
