Yup. Could even be more than $1 million, as even if someone predicted (for example) Seth Rollins (#2) defeating Cesaro (#8) in the finals, its almost certain that they would have selected something wrong along the way. The only way this works is if WWE forgoes their typical booking and avoids a #1 versus #1 final, a fancy way of saying Reigns would have to lose, so there's no way it'll happen

Agreed. I think it would be pretty interesting who is the most skilled and toughest outside of the bullshit backstage politics. You'd have to keep Brock Lesnar and Bobby Lashley out of the tournament but perhaps you could run the tournament with pro wrestlers on the one side and then Lesnar vs Lashley and then the two winners could meet up to fight.
