Oh, of course. Outside of a handful of women, majority of WWE's women's division from when Vince killed the division in the 80s till the rise of NXT were pretty much terrible in the ring and/or with promos.

She's more like in the decent range going by today's standards. Someone that's not entirely terrible but also someone that wouldn't hit top star status (unless she was blonde).
