Read on Rotten Tomatoes that the doll and its programming do in fact become sentient, and that's where the terror starts.

puppets are completely different looking for the most part. Toulon is an evil nazi instead of a good guy. It's not bad.. Doesn't compare to the first 5 PM movies but better than anything after.
