He did win 2 of his 6 World Titles in WWE. Yeah they could have done more with him, and him not winning at Mania 19 is still one of the biggest missed WWE has done, but of all the WCW wrestlers in the initial invasion, he is the only one they booked like a actual star.

They repeatedly fucked him. He was mid-card except for when he became comedy and cracked Vince up.
