Sony's VP of UX Design recently claimed that the PS5's user interface will be a "100% overhaul" of the PS4's user interface.

It's tough (and maybe pointless) to imagine what this might look like. It's tempting to assume it'll take cues from the PS4, but does overhaul mean improvement/evolution or does it mean entirely new thing? Are we splitting hairs between the terms redesign and overhaul? It's best to wait and see. MacLaurin says an OS and UI reveal is coming soon.

On the other end of the console competition, Microsoft isn't revamping the UI for the Xbox Series X. Instead it'll have the same interface as the Xbox One, but with an emphasis on speed and performance for the Series X. That checks out given how Microsoft is trying to blend the Xbox ecosystem into one blended, continuous experience across all devices. Two consoles, two different approaches.
