As far as .rar files are concerned, you should always have a series of files named .r00 - .rxx (xx being whatever the final number is) followed by a .rar file. Opening the .rar file will unpack all the other files.

The .dat file you found when you were done unpacking it was part of either a VCD or SVCD. When burned, the disc might have been playable in a standard DVD player (not all dvd players are compatible with bothe VCD and SVCD and some don't play either). If you just want to play the file, you can rename it as was stated earlier or you can right click the file and select 'open with' and use either your computer's dvd software or DivX player.
