The WWE may never have an Attitude Era ever again, but I think they still have the potential to generate interest and increase ratings to a significant degree. From Spring 2013 to Wrestlemania in 2014 for instance, the WWE was starting to get build momentum again with the Daniel Bryan 'yes' movement. Fans were really getting into it. CM Punk, The Shield, Cesaro, Ryback, etc., were all fairly over as well. The WWE screwed things up unfortunately, but the bottom line is that people will tune in if the programming is good.

1) Focus on character development and reintroducing actual characters onto shows. Give the wrestlers creative control over their characters, and give them bullet points to address during promos. No long scripts.

2) Bring back storytelling and selling in the ring.
